In Arizona, in addition to motor vehicles, golf carts and bicycles must obey stop signs. Below are summaries of Arizona bicycle and golf cart statutes (from ARS 28):
“In Arizona, a person riding a bicycle on a roadway or on a shoulder near a roadway is “grand all of the right” applicable to drivers (see ARS section 28-812). Similarly, a bicyclist in Arizona has the same duties as drivers and is not privileged to violate any traffic laws. Thus, when a bicyclist approaches a stop sign, in a bike lane, all of the driver must treat that bicyclist just like any other vehicle. The bicyclist must stop at the stop sign or red light. The other driver must yield to the bicyclist just the same as they would yield to another vehicle.”
“Golf carts in Arizona must come to a complete stop at stop signs and red lights, just like other vehicles. Golf carts are subject to many of the same traffic laws as other vehicles in Arizona…”
