Charges dropped against Surprise mother

The case was dismissed for a mother criminally charged after speaking at a city council meeting in Surprise. FOX 10 first brought you this story back in August after Rebekah Massie questioned a raise worth thousands at a Surprise city council meeting. Mayor Skip Hall called the cops and the mother was forcibly removed from city hall.
